Goals and objectives
An important part of Transneft's activities is interaction with customers [1] to build long-term relations based on trust, reliability, and mutually beneficial results.
The Transneft Consumer Council for Operational Issues (hereinafter referred to as the Consumer Council) operates in accordance with the resolution of the Government Commission on the Fuel and Energy Sector, the Reserve Replacement, and Improving the Economy’s Energy Efficiency.
The Consumer Council is formed from representatives of the companies purchasing Transneft’s services, representatives of all-Russia business public organisations, non-profit organisations, and Transneft services consumers associations.
Consumers of Transneft services, through participation in the Consumer Council, control the Company’s activities in terms of implementing investment projects and adhering to the established tariffs for the transportation of oil and petroleum products through trunk pipelines.
Regarding the issues of connecting oil production and refining facilities to the trunk pipeline system, interaction with consumers is regulated by:
- resolution of the Government of the Russian Federation No. 1039 dated 21 December 2009, On the Procedure for Connection of Refineries to Oil Trunk Pipelines and (or) Petroleum Products Trunk Pipelines, and for Record-Keeping of Refineries of the Russian Federation;
- resolution of the Government of the Russian Federation No. 90 dated 17 February 2011, On the Procedure for Connection of Oil Production Facilities to Oil Trunk Pipelines in the Russian Federation and for Record-Keeping of Business Entities Engaged in Oil Production.
Customer Relations Events
In 2022, the Transneft Consumer Council for Operational Issues has reviewed and approved:
- Report on the implementation of the Long-term Development Programme and achievement of key performance indicators of Transneft for 2021;
- Draft Adjustment of the Transneft Long-Term Development Programme.
[1] - Consumers are persons who own oil and petroleum products that are fed to the trunk pipeline system for transportation (storage, transshipment), or who possess it on another legal basis and who, in the prescribed manner, have acquired access to services of oil and petroleum products transportation via the trunk pipelines in accordance with the legislation of the Russian Federation.
